Remove the skirting board. It’s almost certainly nailed about every two or three feet. If you lever it off carefully you will be able to refit it trimmed back to where you want it. It may be screwed to the wall. Either way look closely at it and you should see where the nails or screws are.The more patient you are the less likely you are to break it. You will need a small wrecking bar (sounds unlikely but is the correct tool) and odd pieces of wood to protect your wall as you lever the skirting board from the top edge. Put pieces of wood between the board and the wall to stop it springing back as you work along the board. Make good any damaged plaster with Polycell type filler after you have refitted the board. You can refit the board quickly and easily with a ‘grab adhesive’ from any DIY store. Solvent free, white finish is best. You will also need an applicator gun, but these, and the adhesive are very cheap. See Screwfix and B&Q cat. Hope I haven’t bored you to death!
